During a Wisconsin get-out-the-vote rally this weekend, entrepreneur Elon Musk displayed a controversial chart purporting to show substantial increases in Social Security numbers issued to noncitizens during President Biden’s administration.

The timing of the event was significant, occurring just before a highly contested state judicial election. The rally gained considerable attention after Musk distributed $1 million checks to two Wisconsin residents who had signed a petition opposing “activist judges,” following the state Supreme Court’s refusal to hear a challenge to the legality of the sweepstakes.

During the event, Musk invited Antonio Gracias, his DOGE associate, to discuss their investigation into the federal Social Security system. A graphic titled “New Non-Citizen Social Security Numbers Issued” was displayed prominently behind them.

“We started at the top of the system, mapping the whole system of Social Security to understand where all the fraud was,” Gracias said, before turning his attention to the chart behind him. “But, this is what jumped out at us,” he continued. “When we saw these numbers, we were like, ‘What is this?'”

The presentation highlighted data showing increasing numbers of noncitizens receiving Social Security numbers from FY 2021 through FY 2025. According to the chart, these numbers peaked at over 2 million in FY 2024, while both FY23 and FY25 recorded approximately 1 million issuances.

“This literally blew us away,” Gracias said. “We went there to find fraud and we found this by accident.”

“This is a mind-blowing chart,” Musk added.

These revelations emerge amid ongoing investigations by Musk and DOGE into various federal agencies, including the Social Security Administration. Their recent findings indicate the removal of roughly 7 million Social Security accounts belonging to individuals supposedly over 120 years old, and the discovery of 20 million deceased individuals incorrectly marked as living in the Social Security database.

This discussion follows President Trump’s earlier executive order restricting public assistance and social services to citizens only. In response to this directive, the Department of Housing and Urban Development recently partnered with the Department of Homeland Security to enhance communication and prevent noncitizens from accessing public housing benefits.
