According to the Bold Decision poll, Cuomo commands 46% support from likely black voters, while Adams, only the second African-American mayor since David Dinkins, trails significantly at 18%.
Adams’ popularity has plummeted amid federal fraud and bribery charges, with a striking 73% of Democratic voters viewing him unfavorably, compared to just 23% holding a favorable opinion.
The mayor’s job performance ratings paint an equally grim picture, with 84% of likely voters rating him either “poor” (57%) or “fair” (27%). Only a small fraction rated him “excellent” (5%) or “good” (11%).
Public safety concerns appear to be weighing heavily on voters’ minds, with 57% believing crime is worsening citywide, and 70% specifically concerned about deteriorating subway safety.
In contrast, Cuomo maintains relatively strong numbers, with 55% of Democrats viewing him favorably versus 40% unfavorably. Former city Comptroller Scott Stringer also shows decent numbers, with 42% favorable and 21% unfavorable ratings.
The overall primary field shows Cuomo leading with 33% support, followed by Adams at 10%, Stringer at 9%, and several other candidates polling in single digits. Cuomo’s support remains robust across all major demographic groups.
When applying ranked-choice voting calculations, Cuomo emerges victorious with 65% to Stringer’s 35% in the final round.
“Unlike the wide open primary of 2021, Eric Adams is unquestionably the focal point of the 2025 election,” wrote pollster Adam Rosenblatt, founding Partner of Bold Decision.
“The 2021 primary showed us the world can look very different between January and June, though fundamentally the race is still determined based on who decides to run, who gets matching funds, and how the campaign unfolds.”
Bold Decision co-founder Matt Lien noted that Adams’ reelection prospects “becomes more complicated if Andrew Cuomo enters the race for mayor.”
Adams, who denies the corruption charges, recently stirred controversy by skipping local Martin Luther King Jr. Day events to attend President Trump’s inauguration. He also made headlines criticizing the Democratic Party during an interview with Tucker Carlson.
Cuomo, who resigned as governor in August 2021 amid sexual misconduct allegations that he denies, is considering a mayoral run. The Democratic primary is scheduled for June 24.
The poll surveyed 807 Democratic voters from January 7-13 through text messages and online interviews, with a margin of error of plus or minus 3.45 percent. While commissioned by an unnamed client, the pollsters stated their independence from any campaign or Super PAC. Bold Decision’s past clients include the Democratic Congressional Campaign Committee, which has endorsed Brooklyn Councilman Justin Brannan for comptroller.
